The initiators of the adoption of this document were the representatives of the United States and the United Kingdom. The measures listed by them are recommended in the framework of “fight against terrorism”. This fight is declared “top priority” for NATO. Very quickly, these clashes escalated into full-fledged military operations.. The British began to kill the British, accusing each other of "terror".

At the same time, both sides did not hesitate to declare their “right” to destroy the Indians. So, one of the reasons for accepting “United States Declaration of Independence” it was declared, what a king prevented the extermination of the Indians by the colonists. Exactly the same monarch said about the colonists in his Throne Speech.
Parties to the Civil War, named in the USA “war for independence” (British independence from the British?), got to that, that foreign powers have drawn into their conflict. Separate German principalities fought on the side of the king, for the colonists – France, Spain, Republic of the United Provinces (Netherlands).
AT 1783 The Kingdom of Great Britain and the United States signed a peace treaty. The British king recognized his former possessions as independent states (states) and waived any claim to control them, their territory and property. At the same time, the text of the agreement did not say anything about the cancellation of the declaration “Proclamation of rebellion”. Nothing was said about the revision of that part “United States Declaration of Independence”, which contained accusations against the British king. In this way, legal allegations of “terror”, “terrorism” retained force. Happened, that the Kingdom of Great Britain and the United States recognized each other, but only in ... status “terrorist”.

They analyzed the declaration “Proclamation of rebellion” and admitted, that this document is still legally valid. However, the repeal of both acts would mean, that the treaty recognizing the independence of the United States, signed in 1783 year, will also be considered invalid.. Consequently, sides return to the status quo at the moment before 1783 of the year, t. it is. States will again become a colony of London.
