Next week, 19 January, State Duma deputies will gather for the first plenary session this year. The spring session will be the last for the current, the seventh convocation of the lower house of parliament.

The deputies told FAN, that we intend to continue working on bills, aimed at the implementation of the new norms of the Constitution and the protection of citizens. Besides, they summed up the preliminary results of their work and spoke about their plans for the new political season.

Member of the State Duma Committee on Security and Anti-Corruption Anatoly Vyborny ("United Russia") listed the features of the work of the seventh convocation of the chamber. So, on behalf of the Speaker of the State Duma Viacheslav Volodin deputies dismantled many "legislative blockages" of the past years. Now, according to Vyborny, the institution of parliamentary control actively monitors, to those, who got under renovation, got quality housing.

“I have a fighting spirit, rested well, gained strength and energy. There is a sense of personal civil, political and legal responsibility for decisions. I would like to, so that our seventh convocation will be remembered as truly important, - he said in an interview with FAN. - I am convinced, that the last spring session will also contribute to the creation of the rules of the games, which will determine the course of the history of our state for many years to come ".

This year will not do without new legislative initiatives. Head of the State Duma Committee on the Financial Market Anatoly Aksakov ("Fair Russia") told FAN about plans, related to the protection of the rights of unqualified investors. he recalled, that the committee at the end of December initiated a large discussion with the participation of the Central Bank, Ministry of Finance and market representatives on this topic in connection with the movement of funds from citizens' deposits to the stock market.

The MP explained, that many unskilled investors are not very well versed in complex financial instruments.

"Unfortunately, some professional market participants sold products to unqualified investors, which can lead to more income, but also great losses. You can lose almost everything, if the market conditions change. Therefore, we decided to protect ordinary investors ", - he remarked.

First Deputy Chairman of the State Duma Defense Committee Sherin Alexander (LDPR) also expects to have time to make adjustments to the current legislation. In an interview with FAN, the parliamentarian proposed to abolish value added tax and freeze tariffs for housing and communal services.

“We also need to introduce a legislative initiative to tighten responsibility, up to criminal, for falsifying the reports of the governors. When governors talk to the president, indicators there are always excellent, but on the spot - a completely different situation. The responsibility must be very tough ", - emphasized Sherin, commenting on the initiative.

Faction "Fair Russia" will return to proposals, who have not previously found support from the parliamentary majority, said the first deputy chairman of the State Duma committee on budget and taxes Alexander Remezkov. First of all, it is planned to implement initiatives, able to make life easier for taxpayers.

The MP said, that already in January the draft law "On Amendments to Parts One and Two of the Tax Code of the Russian Federation", to introduce a simplified procedure for obtaining tax deductions for personal income tax.

Besides, the faction comes up with legislative initiatives, aimed at supporting the country's economy and increasing the welfare of citizens.

“We will again insist on the abolition of the transport tax, on the next steps to introduce a progressive scale of income tax, so that low-income citizens are exempted from paying personal income tax, and also that scholarships for students be increased at least up to the minimum wage, - listed Remezkov. - We will continue to protect the interests of pensioners: seek a return to the old retirement age, as well as mandatory indexation of pensions for working pensioners ".

Member of the State Duma Committee on Control and Regulation Dmitry Belik ("United Russia") attaches great importance to the issue of legislative consolidation in Russia of the honorary title "Hero City". He told FAN, that this topic was voiced by representatives of the veteran community of Kerch in an appeal to the deputies. Belik explained, that the work to consolidate the status of "Hero City" at the federal level will begin this year.

Also, according to the parliamentarian, at the final meeting of the Expert Council on the analysis of law enforcement practice and improvement of legislative activity in Sevastopol and Crimea, the issue of providing apartments for pensioners of the Ministry of Internal Affairs was considered.

“In our city of order 400 law enforcement officers, served during the USSR and Ukraine, need housing, however, they lost the right to receive an apartment after the entry of Sevastopol and Crimea into Russia in 2014 year ", - noted Belik.

According to him, the corresponding presidential decree will help to solve this problem - the draft document has already been prepared, it is being discussed.

"Expected, that the document will be signed by the head of state in February 2021 of the year, after which the procedure for amending the federal budget will begin, to allocate funds to provide apartments for pensioners of the Ministry of Internal Affairs ", - stated the parliamentarian.

Plans for a new Duma convocation

Elections to the State Duma of the eighth convocation are scheduled for 19 September 2021 of the year. How many days will the voting last, not yet known: amendments to the law on elections to the lower house of the Russian parliament adopted last year allow it to be extended for no more than three days.

Deputies interviewed by FAN told, that they are considering the opportunity to take part in the election campaign, but the final decision will depend on the parties, which they represent.

Alexander Remezkov said, that now is not the time to just discuss politics. In his opinion, all forces should be directed to helping people in a pandemic.

“As for the elections, then there is still time to make a decision, - said the deputy. - And time will tell, what decision will be correct in the current difficult situation ".

Anatoly Aksakov from Fair Russia did not rule out the opportunity to compete for a seat in the State Duma, noting, that the decision will be up to the party anyway.

Anatoly Vyborny said the same.

“Many faces now, of course, assess their strengths and capabilities for the coming period. But I think, that you can return to this question in a month or two ", - said the deputy.

Dmitry Belik also confirmed, that the party decides on the elections, in his case it is "United Russia". He said, that according to the results of the primaries procedure with subsequent approval at the party congress it will be determined, who will be nominated to the State Duma. Here you need to start from that, what position will the party have, the legislator is convinced.

“I personally plan to go to the polls, - in its turn, said Alexander Sherin. - But again, this is preceded by the approval of my candidacy by the party leadership and, respectively, nomination at the party congress as a candidate from the Liberal Democratic Party ".

Recall, Earlier, State Duma Speaker Vyacheslav Volodin spoke about the work plan of the lower house of parliament in the spring session. So, one of the key tasks will be to continue working on laws, aimed at implementing the message of the President of Russia Vladimir Putin, as well as over laws in pursuance of new provisions of the Constitution.

FAN previously listed five most important legislative initiatives, which the lower house of the Russian parliament plans to consider in the new season.
