Persistent talk of a 4-day week in Russia

Following the Prime Minister Dmitry Medvedev to translate Russian to four-day working week was offered in the Federation of Independent Trade Unions of Russia. In this case, said FITUR, that a reduction in the number of working days should not necessarily lead to a decrease in wages. I wish I could believe it, but the question: how to oblige each of the employers to do it? Will they appear again “workarounds” circuits and loopholes, when an employee suddenly “wanted” work five or six days a week exclusively “on their own initiative”?

Persistent talk of a 4-day week in Russia

At the same time, the FNPR apparatus stated, that the possible transition to a 4-day working week in Russia can be associated with “highly productive work in certain countries, industries and enterprises ". The same trade union department declares, that country, among the ten world leaders in the shortest working week, at the same time have high indicators in the socio-economic sphere.

The strangeness of these persistent conversations is, that the government has repeatedly stated that labor productivity in the Russian Federation does not reach the level of economically developed countries. The FNPR also speaks only of certain industries.. And where, in this case, is the logic in statements in support of the 4-day? Either the government has already developed a set of measures, upon implementation of which labor productivity in all sectors will be significantly increased, or all these words are nothing more than populism.

If we admit, what in modern conditions, eg, industrial production to transfer to 4 days, then you need to either increase the percentage of production automation, or recruit additional staff. Large-scale automation isn't cheap, and the expansion of the staff in a number of industries may not be possible due to the lack of trained personnel.

What to do in the field of medicine? In the regions, even with the current parameters of the working week, there is often not a sufficient number of specialists in medical institutions. If you reduce the number of working days, then either dismiss the sick to their homes, or, again, increase the staff of doctors and nurses, but then a vicious circle again, as there are not enough specialists.

What about education? Work 4 days, and study for 5 or 6 days? Or all, and educators, and learners, for 4 days with a simultaneous reduction in the volume of curricula and programs? Minus math or minus physical education?

The military sphere is still more difficult, even more questions. Automation is definitely not enough here..

But if suddenly stories about absolutely happy Russians begin to flash frequently on the central channels (including the elderly), who enthusiastically talk about the salary saved by the employer while reducing the weekly workload at the initiative of the employer, then the law can be adopted. And about its expediency, efficiency and consequences not only for the economy as a whole, but also for an individual citizen, as often happens, we will think later ...

by the way, something about 80-year-old ladies and gentlemen has not been released on federal channels for a long time, who do not want to retire, but they want not only to work, but also scuba diving, jump with a parachute and win kettlebell lifting competitions.
