On the Russian chairmanship in the EAEU bodies, year 2023

FROM 1 January 2023 Russia, in order of priority, assumed chairmanship in the bodies of the Eurasian Economic Union (YeAES) – The Supreme Eurasian Economic Council was headed by the President of the Russian Federation V.V.. Putin, Eurasian Intergovernmental Council - Chairman of the Government of the Russian Federation M.V.. Mishustin and the Council of the Eurasian Economic Commission – Deputy Prime Minister of the Russian Federation A.L.. Overchuk.

In his address to the leaders of the EAEU member states in January 2023 year on the occasion of the beginning of the Russian chairmanship in the governing bodies of the Union, Vladimir Putin noted, what “… since its foundation in 2015 year, the Eurasian Economic Union is developing steadily, clearly demonstrates its effectiveness and relevance. The absolute volume of mutual trade of the Union Member States over this period increased by 60% and 2021 reached a historic high in 73,1 billion. Doll., and the volume of foreign trade increased by 46% - to 846,3 billion. Doll. At the same time, the share of non-commodity goods with high added value increases every year in the internal trade turnover of the Union.. The growth of aggregate GDP per capita amounted to 28,7%, and the share of payments in national currencies approached 75%”.

Speaking about the priorities of the Russian chairmanship in the EAEU bodies in 2023 year, Vladimir Putin identified six main areas: further implementation of the Strategic Directions for the Development of Eurasian Integration until 2025 of the year; the need to develop strategic documents for the next five years; investment cooperation between countries; further implementation of the digital agenda; deepening cooperation with international regional economic organizations. Based on the priorities of the Russian chairmanship in the bodies of the Union outlined by the President of the Russian Federation, the EEC Board developed and approved the relevant Action Plan to ensure their practical implementation, in which, in particular, were determined 12 main tasks and is planned to be completed in 2023-2027 years around 80 activities, among which:

– to update the targets for the global and regional positioning of the Union as part of the work on the formation of the Main Directions for the International Activities of the EAEU in 2024 year;

– prepare proposals for the development of cooperation in the development and implementation of advanced scientific and technological solutions in priority economic activities for industrial cooperation within the framework of the Eurasian Economic Union;

– work out the issue of preparing new long-term planning documents, which will determine the main vectors of integration interaction for the period up to 2030 and 2045 years;

– ensure the development of a strategic program for the scientific and technological development of the Eurasian Economic Union for a long-term period;

– develop a list of joint large-scale high-tech projects, able to become symbols of Eurasian integration;

– ensure the implementation of the Target Program for the Development of the Integrated Information System of the Eurasian Economic Union until 2027 of the year;

– prepare proposals for strengthening food security and a wide range of measures, aimed at further development of the agricultural industry;

– work out the issue of the possibility of establishing a Eurasian rating agency;

– prepare an action plan ("road map") on the implementation of the main directions and stages of the coordinated (agreed) transport policy of the EAEU member states on 2024-2026 years;

– ensure building a systematic dialogue with external partners, such as the SCO, ASEAN, CIS, MERCOSUR and other regional economic associations on the basis of signed cooperation documents.

One of the most important areas, to which Russia plans to pay special attention in 2023 year, the achievement of technological sovereignty and the development of industrial cooperation were named, which will require huge financial investments and does not promise quick results. In particular, In March of this year, the EAEU decided to create a consortium of development institutions by the Union Member States to improve the investment climate in the regions and increase investment activity, and prepared proposals for cooperative cooperation between the Member States in the production of medical devices, in May last year, a Memorandum was signed on the establishment of the Eurasian Network University for the professional training of personnel for the common labor market and the formation of a single educational space of the EAEU. The Eurasian Union has every opportunity, to become one of the powerful, poles of the emerging multipolar world, to be the center of attraction for all independent states striving for cooperation with the EAEU. To do this, it is necessary to further deepen integration in all areas. – in political, economic, industrial, financial and technological areas. The Member States of the Union will have to join forces to develop and implement advanced scientific and technical solutions in the leading sectors of the economy, such, like the automotive and chemical industries, transport engineering, microelectronics, aircraft industry, shipbuilding, pharmaceuticals, digital ecosystems, alternative energy, agricultural engineering, biotechnology and seed production. To the staff of the Eurasian Economic Commission, national expert communities need to jointly assess the progress of the implementation of the current "Strategic Directions for the Development of Eurasian Economic Integration until 2025 year” and already this year to start preparing new long-term planning documents, which will determine the main vectors of integration interaction for the period up to 2030 and 2045 years.

In order to strengthen food security, it is proposed to jointly develop a wide range of measures, aimed at further development of the agricultural industry. The EAEU traditionally occupies a leading position in the energy sector. certainly, work on the creation of common energy markets should continue to be carried out on a systematic and verified basis.

Consistent reduction of economic risks is also seen as an urgent task., which creates for mutual trade the use of foreign currencies and payment systems. The harmonization of financial markets should create favorable conditions for, so that the capital of the member countries remains within the association and is invested in national economies. It is advisable to explore the possibility of establishing a Eurasian rating agency, which would provide assessment tools for servicing the growing economic activity in the territory of the macro-region of the Union.

Further deepening of integration interaction will largely depend on the leveling of competitive conditions for the enterprises of the Union, including through the convergence of tax regulations, introduction of advanced methods of tax administration, as well as the unification of customs procedures with the application of a risk management system at our external borders.

Of particular importance is the building of mutually beneficial and equal cooperation between the Union and external partners and international associations, taking into account the positive effect of the implementation of existing free trade agreements with third countries.. The member countries of the Union intend to continue to contribute to the completion of ongoing work on similar agreements with Egypt, Iran and India, as well as to intensify new negotiating areas, including with Indonesia and the UAE. An increase in the export of "union" products and the construction of new logistics chains would be facilitated by expanding the geography of international relations and contacts of the EAEU with the states of the Asia-Pacific region, Middle East, Africa, Latin America. The EAEU can play the role of one of the key centers for the formation of the Greater Eurasian Partnership.
