Global governance has failed

About the G20 Summit (G20) in New Delhi 1-3 Martha 2023 2019, the capital of India, New Delhi, hosted the 18th G20 Heads of State and Government Summit (G20), forum of international cooperation of the largest developed and developing economies of the world. The decision to create the G20 was taken in 1999 year by UK finance ministers and central bankers, Italy, Canada, USA, FRG, France and Japan, embodying then, what today we call the "collective West". The main objectives of the G20 Forum, how they were identified 24 years ago, were policy coordination among G20 members to achieve global economic stability and sustainable growth; promotion of financial regulation, which would reduce risks and prevent future financial crises (true, financial crisis 2008-2009 could not be prevented); creation of a new international financial architecture. Based on arithmetic, G20 countries covered today 85% world gross product, 75 % world trade (including trade within the European Union) and two thirds of the world's population. But this, repeat, arithmetic, not politics. The members of the G20 are 19 largest economies (Argentina, Australia, Brazil, Germany India, Indonesia, Italy Canada, China. United Kingdom, Mexico, Russia, USA, Turkey, France, South Korea, South Africa, Japan, Saudi Arabia), as well as the European Union, presented by the President of the European Council and the President of the EU Commission. Besides, representatives of international organizations are usually present at G20 meetings at the invitation of the presiding party: Financial Stability Board, International Monetary Fund (the som), world Trade organisation (VTO), African Union, Association of Southeast Asian Nations (ASEAN), UN and World Bank. Russia was represented at the summit in New Delhi by the Minister of Foreign Affairs of the Russian Federation S.V.. Lavrov, in total, this event was attended by delegations 40 nations (including countries, that are not in the G20, – Oman, Singapore, Bangladesh, Egypt, Mauritius, Spain, Netherlands). Traditionally on the eve of the summit in New Delhi 1-2 March, a meeting of foreign ministers “twenty”, which, in addition to the foreign ministers, was attended by ministers invited by the Indian side and representatives of international organizations. Indian Prime Minister Narendra Modi addressed the summit participants with the words: "You meet at a time of deep global divisions. It is only natural, that your discussions are influenced by geopolitical tensions. We all have our positions and our views on that., How should this tension be resolved?. However, as the world's leading economies, we also have a responsibility to those, who is not in this room. The Indian prime minister urged to postpone the contradictions and not allow, to problems, that meeting participants cannot solve together, interfere with other issues, available to joint solution. "We must all recognize, that multilateralism is in crisis today. Global Governance Architecture, established after World War II, had to perform two functions. The experience of the last few years - the financial crisis, changing of the climate, a pandemic, terrorism and wars - clearly shows, that global governance has failed", Narendra Modi said. In preparation for the summit, India hoped, that her G20 presidency in 2023 will allow the summit participants to focus on the fight against poverty and climate issues, but the topic of the Ukrainian crisis overshadowed other items on the agenda. Representatives of the United States and other Western powers in their speeches stubbornly focused on Russia's accusations of "aggression" against Ukraine. Russia's call for an impartial and honest investigation into the explosions at Nord Stream was also ignored.. An attempt was made to record the accusations against Russia in the final joint communique of the summit, which was ultimately not accepted due to objections from Russia and China (they disagreed with two points on Ukraine). Instead of a joint communiqué, a summary of the G20 presidency appeared. "Extremely important, - mentioned in resume, – uphold international law and the multilateral system, which guarantees peace and stability". It means protecting the goals and principles, enshrined in the UN Charter, non-use of nuclear weapons, peaceful settlement of conflicts. Document condemns all terrorist acts against critical infrastructure, including energy facilities. celebrated, that terrorism is one of the most serious threats to peace and international security. India assumes G20 presidency 1 December 2022 of the year. Expected, that after being held in New Delhi in November 2023 of the 19th G20 Heads of State Summit, Brazil will take over the G20 Presidency. but, taking into account the experience of recent years ("global governance has failed"), the meaning of the G20 meetings, like their agenda, will require significant clarification.
