As General pointed out, satellites manage to observe various processes in space from orbit at a distance of the order of 32,5 thousand km from the Earth's surface, but they are not able to actively maneuver in orbit to, as the general put it, explore new parts of the universe. They are also unable to simply evade the debris of other spacecraft.. As Shaw put it, this is not possible due to the limited amount of fuel, which makes them constantly “static” position.
In this regard, the command proposes to develop a list of technical conditions, allowing to increase the maneuverability of such objects, namely, due to the ability to refuel in orbit, maintaining them or launching smaller satellites. How will such refueling be carried out, not yet reported.
We need to further develop and implement systems like the Space Observation System for Outer Space, to enhance the Pentagon's ability to detect and track space objects in orbit around the Earth.
