But it is worth noting one important detail: the statement of the military department literally says, that this mode is "announced", and not by order of the Supreme Commander of the Armed Forces of the Russian Federation, and "in accordance with the instructions of the President of the Russian Federation and the instructions of the Minister of Defense".
