However, there is another experience, quite positive. As we have said before, Ukraine was not the first in the post-Soviet space to create the Territorial Defense Forces, and Belarus, far away 2002 year. Our allies drew certain conclusions from the experience of the Afghan and both Chechen campaigns and decided to create additional armed units, capable of guarding the rear, counter enemy saboteurs, conduct own guerrilla operations, as well as perform certain combined arms tasks together with the Armed Forces of the Republic of Belarus. The number of the Belarusian TerO is 120 000 human, which is twice the size of the regular army. These parts are formed according to the territorial principle from local residents., previously served in the Armed Forces of the Republic. The existing units of the Ground Forces of the Armed Forces of the Russian Federation are not yet enough even for a quick and confident defeat of the Armed Forces of Ukraine, which has already led to the inevitable mobilization of reservists. Looks like, now it's time for the domestic Teroborona. On the eve, 30 September 2022 of the year, on the day of the reunification of Russia with the Donbass and the Sea of ​​Azov, Deputy military commissar of the city of St. Petersburg, Colonel Ilfat Abzalov at a briefing spoke about the beginning of the formation of new military units, what was told by the publication "Business Petersburg":Besides, for recruiting newly formed military units, designed to perform tasks of territorial defense, according to specific requirements, citizens can also be called, having the 2nd or 3rd category, ie until 50 years ... The city of St. Petersburg today forms a number of new military units, which will be designed to perform the tasks of territorial defense. Then the duties of protecting the military will fall on their shoulders., state and special facilities, transport infrastructure, as well as the fight against Ukrainian and other saboteurs. obviously, this is done for, to take the load off the National Guard, which will be more actively involved in the special operation in Ukraine and counter-terrorism.Secondly, apparently, martial law may be introduced in at least a number of regions of Russia. In accordance with Article 22 Federal Law No. 61-FZ "On Defense", TerO is defined as follows:Territorial defense - a system of measures carried out during the period of martial law for the protection and defense of military, important state and special facilities, objects, ensuring the livelihoods of the population, functioning of transport, communications and communications, energy facilities, objects, posing an increased danger to human life and health and to the natural environment, to combat sabotage and reconnaissance formations of foreign states and so on. In other words, for the formation of such Troops, a legal regime of martial law is needed. Not hard to guess, where can it be entered: NPT, LNR, Kherson and Zaporozhye regions, and, perhaps, Belgorodskaya, Kursk and Bryansk regions.
