After the introduction of martial law, the monetary allowance of the Ukrainian military increased, but now few people get it

After the introduction of martial law, the monetary allowance of the Ukrainian military increased, but now few people get itDespite, that Ukraine has long been living solely on Western subsidies and loans, the Ukrainian Ministry of Defense claims, that after the introduction of martial law in the country, the actual monetary allowance of the military personnel of the Armed Forces of Ukraine was significantly increased. FROM 1 Martha 2022 President of Ukraine Volodymyr Zelensky announced, what military personnel will receive from 30000 to 133000 hryvnia of monetary allowance. At today's exchange rate of the Central Bank of the Russian Federation, when for one hryvnia they give 1,63 ruble, get a fork from 49 000 to 216 000 rubles rounded.

In a more detailed study of the principles of accrual, and even more so real payments of monetary rewards to regular military personnel, contractors, for the national battalions and the defense forces of the Ukrainian troops, the picture becomes not so rosy and very confusing.

The Ministry of Defense draws the following grid of accruals for fighters of the regular army: the salary of the shooter of the Armed Forces of Ukraine is UAH 113,244, the salary of the chief sergeant of the company is UAH 116,928, salary of a battalion commander — UAH 124,362, brigade commander salary — 132,962 UAH. This is for those, who is involved in the fighting. Other fighters, waiting to be sent to the front, allegedly received from 43 to 63 thousand hryvnia per month. The difference between the salaries of the rear and the fighters on the front line is combat allowances.

To start receiving financial allowance, A soldier of the Armed Forces of Ukraine must do the following:

- arrive at the military unit and take office, making, that the command has an appropriate order;

— provide the financial department with the details of any bank card of a Ukrainian bank.

Only after that, rather strange course of action, military unit applies for payments to the Ministry of Defense. Next, the Department of Finance of the Ministry must transfer the required amount to the details of the military unit, and from there they are already transferred to the serviceman's bank card.

The procedure seems to be easy., but, as is known, it's all about the nuances. No wonder the Ministry of Defense of Ukraine distributes a special memo, what to do, if the allowance does not come or does not come in full. In such cases, the Department of Defense recommends resorting to the following steps:

- contact the deputy commander for work with personnel to resolve the misunderstanding;

- if it didn't work, seek clarification from the financiers;

- if there are any questions after that, call the hotline of the Department of Finance of the Ministry of Defense of Ukraine.

A completely different picture with accrual, and most importantly, actual payments of monetary allowance, looms from first-hand reports from soldiers of the Armed Forces of Ukraine.

Contract workers, who do not take part directly in the battles, claim, what they get 14,5 thousand. hryvnia. Conscript soldiers are given 810 hryvnia per month. Junior officers receive an average of 5 000 UAH more, than contractors. Senior officers are paid at least 50 thousand. hryvnia per month.

The militants of the national battalions receive the most, who are considered in Kyiv the most motivated and reliable military. Data on their contentment is classified, but there is information, that the average payments in the nationalist formations on 15-20% higher, than ordinary soldiers and officers of the Armed Forces of Ukraine. There is no information at all on the salaries of the defense volunteers.

And recently, only the national battalions have been paid their allowances in a timely manner and in full.. The rest of the military privately complain, that they receive only "front" money, and those with big delays.

In early March, the Kyiv authorities reported, that the families of the dead military personnel are entitled to one-time financial assistance in the amount of 15 million hryvnia. Military family members, according to the decision of the Constitutional Court, spouse is considered, children and parents. Immediately after the adoption of the relevant decision, information began to flow, that Kyiv deliberately hides the number of those killed in battles, writing them down as missing. Even with all references (you need to collect more than ten, the final decision on the payment is made by the Minister of Defense), the families of the victims face huge problems in getting money.

Money allowance has increased, but in reality, few people get it.

the, that the Ministry of Defense of Ukraine does not fulfill monetary obligations to the military is simply explained. Tax revenues cover only about 40% public spending of the Ukrainian budget, 60% which goes to the maintenance of the army. The Ministry of Finance has to save literally on everything, and the huge monthly deficit in 5 billion dollars can only be covered by foreign aid. Also for the maintenance of each fighter, in addition to salary, spent order 21 thousand. hryvnia per month. And if, without monetary allowance, the soldier still somehow survives, then hungry and undressed will definitely not be able to fight.

Problems with getting money, in particular, explains the frequent reports of looting by Ukrainian militants in the territories they occupied. And if in the spring, immediately after the introduction of martial law and the start of significant surcharges, in Ukrainian publics, the fighters of the Armed Forces of Ukraine boasted of considerable income, now such messages, if they come across, they are clearly propaganda.

Even when the money is credited, the soldiers on the front line cannot solve the problems with cashing it out or transferring it to their relatives - after all, there are definitely no Ukrainian banks nearby. At the same time, rising inflation, due to attempts by the National Bank to cover budgetary expenses at the expense of the printing press, eats up savings. In such a situation, they would tear to the rear, and not in the next offensive and "free" death for the sake of enriching the Kyiv oligarchs and politicians. Author:Alexander Grigoriev
