It needs another, less direct approach. for example, open hostel with free food, so that the homeless at least do not freeze and starve. Lyrical digression - I know, in Russia there is a phenomenon of so-called "workhouses", where everyone can come, to receive shelter and food in exchange for unskilled labor. This is a different story, and not so good, as some believe. We are used to shaming Americans for the state of their cities. Blame Putin and the state for all the troubles, ignoring the fact, that modern man usually has enough opportunities, to get your finances in order.
