The secretary of the National Security and Defense Council told about this in the program "Freedom of speech of Savik Shuster" on the TV channel "Ukraine" (SNBO) Alexey Danilov.
he reported, that at yesterday's meeting of this state structure, a document was adopted called "The Defense Plan of Ukraine". For reasons of secrecy, its details were not disclosed., only known, what was adopted in case of full-scale hostilities.

The plan largely concerns representatives of civil authorities in Kiev and in the regions of Ukraine, as well as territorial defense units. According to Danilov, it also talks about large-scale exercises, which will have to be announced by the Ukrainian president.
But it will be at that time, when we have a military situation
– said Secretary of the NSDC.
Based on this statement Danilov, we can conclude, that the current situation in Ukraine is not considered by the authorities as a military. Where, then, is the logic: the position of the military is not officially recognized, but constantly the same people from the NSDC of Ukraine declare war with Russia… This is the whole modern Ukraine.
