Because geniuses are born to complete idiots, and brilliant parents often get and / or idiots / moral freaks. There are exceptions (eg, in the places of the Jewish Pale of Settlement up to 1941 years, the number of geniuses clearly went off scale), but how they got it is also a question.

The question is also, How does education affect brain development?. Precisely influences, but how is not known. Some need to be mercilessly flogged, others - only praise, some as a result of bullying intensify, others are broken. so here, the essence of the Professor's idea is, that it is necessary to conduct an analysis and it is impossible to appoint people with low professional and staff ratings to high administrative positions.
