Change of world elites: Chubais gave Russia yet another ultimatum from the West?

Anatoly Chubais, not so long ago replaced the post of the head of the state corporation "Rusnano" for the post of the special representative of the President of the Russian Federation for negotiations with some international organizations, made a significant statement. He "predicted" the coming change of the world's elites and not only encouraged them to take action., not that he frightened the Russian leadership from participating in this struggle to get into the "club of the elite". So what did Mr. Chubais want to say??

In a letter published in the press, authored by Anatoly Borisovich, it literally says the following:Due to the unique role of the fuel and energy complex in the Russian economy, its natural and technological potential and geographic location just as unique (in a country sense) there will be a blow, which will be inflicted by this revolution on the Russian economy, and opportunities, which simultaneously open in front of her.
As it appears, Mr. Chubais means the program of "decarbonization" of the economy, announced by the world's leading powers, which he compares with "the processes of the late 18th - early 19th centuries", when the first industrial revolution took place. But, according to his estimates, the new technological revolution will be much faster, and the winners will be determined by the end of the 2020s, who will become the new world elite for the next XXI and XXII centuries. Sounds very significant, but at the same time it is not entirely clear, what exactly did the former head of Rusnano want to say. The current undisputed global technology leader is the United States., China and the European Union. Really Anatoly Borisovich expects some kind of cardinal changes, talking about "new elites", and what does our Russia have to do with it??Really, this is all very strange. Leading powers are now actively using the environmental agenda to, to re-divide the world economy among themselves without any war. The European Union was the first to announce a Green New Deal, aiming at the transition to renewable energy sources already by 2050 year. The United States of America and China followed suit., who set a similar goal to 2060 year. Formally, everything is decorous and noble: no more fossil fuels, no harmful emissions into the atmosphere, only wind turbines, solar panels, biogas and other alternative sources, providing electricity. But there is one problem: the cost of such a kilowatt is significantly higher, than traditional generation, and therefore, products produced in this way will be more expensive, yielding to competitors. To admit this is unthinkable, therefore foreign exporters, whose products have a high carbon footprint, will be forced to pay increased fees for the right to access the European, American or Chinese markets. Brussels, Washington and Beijing also have technological competencies, and developed industry, and our own capacious domestic consumer markets, and the first to saddle this "green horse". So why would they suddenly lose their leadership positions? It is not clear. Alas, but it is our country that can potentially suffer from these innovations the most. The share of green energy in our total energy balance is something like 1%,
