And they often do not subside for the same reason, that specific political forces are interested in this: have no other political programs, except for "restoration of historical justice", and exploit history for their modern political interests.

In the Stalin period, such conflicts were sometimes even deliberately created according to the principle of "divide and conquer". Remember, how the territories of Armenia and Azerbaijan were divided among themselves! The same ethnic enclaves and stripes, like Nakhichevan and Nagorno-Karabakh, formed (I think, not by chance) and in the republics of Central Asia when separating borders. In particular, between Kyrgyzstan and Uzbekistan, which still seriously complicates the situation on the border between these states.
