Northern Fleet equated to military districts. The corresponding decree was signed by Vladimir Putin, the document is published on the official portal of legal information.
Consider the Northern Fleet as an inter-service strategic territorial formation of the Armed Forces of the Russian Federation, performing the tasks of the military district

The decree comes into force from 1 January 2021 of the year. In this way, at 2021 there won't be four in Russia, while five military administrative units: Eastern Military District, Central Military District, Southern Military District, Western military district, Northern fleet.
In June this year, Vladimir Putin signed a decree, according to which the Northern Fleet, as a new military-administrative unit will include the Komi Republic, the territory of the Arkhangelsk and Murmansk regions and the Nenets Autonomous District, which will be withdrawn from the borders of the Western Military District. The borders of the other three military districts remain unchanged.
