Last week the leadership of Abkhazia completed the formation of the Cabinet of Ministers. More than half a year (taking into account assaults and elections) all branches of government are in sleep mode, ministries and departments, municipal bodies.
If you follow the activity of the head of state on the official website of the president, omitting personnel decrees, numerous congratulations and ceremonial meetings, it turns out, that since taking office, Aslan Bzhania has issued eight orders, dedicated to coronavirus, and two decrees, which canceled the decision of the head of administration (from 2019 of the year) and collections of the Gal district (from 2003 of the year).
Remembering the election promises of Aslan Bzhania, everyone expected, that he is ready for the presidency, and barely crossing the cherished threshold, fill parliament with draft laws, will formulate the priorities of the state in foreign and domestic policy, will propose programs of state, economic, social, cultural and national development, or at least share his plans. But after hysteria, arranged around the proposal of public organizations to hold hearings in parliament to discuss the presidential foreign policy, it became clear, there is nothing to hope for.
In three months, not a single bill has been received from the presidential administration to parliament, and in ten days parliament will go on vacation at all, without even touching projects, which lie since ancient times, since something did not agree with their adjustment to the interests of certain groups - about organized crime groups, about civil service, about currency regulation and so on. What can we say about the adopted, but not working law on the declaration of income by government officials and members of their families.
It turns out, that the completely useless appointment of ministers took the head of state three whole months (there are still controversial committees, Security Council and the post of the head of the Gal district, but these are already "little things"). Why useless? Because this distribution of portfolios does not have any significant meaning for the country and society.. Since our work experience is completely not taken into account when making appointments, professionalism, biography, no criminal record and so on. Our politicians will rather prescribe not the level of education and professional experience in the so-called "code of honor" of the future minister, and family ties, devotion, friendship and financial support during elections.
This is our reality. Demonstration of service to the future president decides in the republic: how many votes his supporter can bring during the election, how many times will he speak at a rally for the future head and then good places closer to the "elite" are provided. You can also think over a comprehensive test - votes, finance, activity, friendship-kinship. Unfortunately, it all becomes a tradition for Abkhazia, "Loyal supporters" can be called investing creditors, and the presidential election, as a very profitable business. And with such a state system, Abkhazia is doomed to be in an eternal crisis, she has no other option.
