However, there are no funds. Therefore, Tretyakova suggested "solve the problem with cruel methods": to reduce the number of poor people by compulsory birth control ("marginal layer"). Unemployed women to be sterilized, drinkers to send to "dormitories", cut social assistance. Exactly, by her expression, you need to "uproot" those elements, who are not "neither defenders, nor breadwinners of the nation".
