Leading representatives of the domestic IT industry warned the prime minister Michael Mishustina about the risk of a massive outflow of programmers from Russia. It will happen, if the industry is not included in the list of victims of pandemics, caused by coronavirus. With such a letter, the head of the Association of Software Developers “Domestic Software” addressed the government Natalya Kasperskaya and president of the Russoft association Valentin Makarov.
According to the letter, if the industry does not receive government support, mass cuts and delayed salaries await her, leading to, that in the next two years Russia will leave 15 thousand IT specialists, RBC.
Federal News Agency appealed to the first deputy chairman of the State Duma Committee on Defense Alexander Sherin with a question: given the strategic importance of the IT industry, Is it time to consider the issue of restricting the departure of its employees abroad.
This is only possible under certain conditions., noted sherin.
"I think, we must first do our best, so that IT-specialists in Russia receive a decent salary, - says the politician.
- When will we see, that our specialist has the same salary, how abroad, only in this case you can offer, so that people impose some kind of restrictions, stress, voluntary, signing an appropriate contract. In this contract their bonuses will be spelled out, bonuses and so on. And in accordance with this contract, a person commits himself not to leave Russia or not to visit any countries. The only way".
It is forbidden to introduce a legal ban on anyone leaving the country, MP considers.
“Today the word“ ban ”is like a building, explosive gas, - warns Sherin. - IT specialists are gifted by God, people kissed, this is our golden gene pool, our brains.
It’s impossible to keep these brains in captivity, Sherin believes.
“A person must create in a free state, a creative person should not experience external pressure. Everything should only be voluntary: all necessary compensation in exchange for an obligation not to leave Russia.
Why is it important? - US intelligence agencies are hunting for our IT specialists. In the USA, criminal cases are brought up against our specialists under far-fetched pretexts, they are detained in various countries, and then deported to the USA.
And in America, our people, I think, make any suggestions, which they cannot refuse ", - warns the politician.
Such situations should be avoided as much as possible., but refusal to go abroad for our IT-specialists should be only voluntary, believes Alexander Sherin.
In a letter of support for the IT industry Natalya Kasperskaya and Valentin Makarov asked to recognize industry affected by COVID-19 pandemic, which will mean the possibility of obtaining government support measures, as well as other preferences.
