Russia switches cargo flows between China and the EU with the help of the Baikal-Amur Mainline and the Trans-Siberian Railway

Highlighted this year by the Cabinet 60,5 billion rubles the development of the BAM and the Trans-Siberian Railway will be a significant contribution to the development of the economy after the problems of the beginning 2020 of the year. About it FBA “economy today” told associate professor of the Department of Economic Security, RANEPA, PhD in Economics Pavel Gribov.

Russian President Vladimir Putin instructed to allocate 2020 year OJSC “Russian Railways” 60,5 billion rubles for projects to expand the capacity of the Baikal-Amur and Trans-Siberian highways. The government today approved the allocation of this amount, and soon Russian Railways will begin to master it. Wherein 30,5 billion rubles from it – facilities, originally planned for 2021 year. Funds will come from the National Wealth Fund and will go to the development of railway infrastructure.

We are talking about increasing the carrying capacity of BAM and the Trans-Siberian Railway by one and a half times. The project started in 2015 year, however, it was implemented due to problems with the coordination of documents extremely slowly. This year will be a watershed: already this year, the carrying capacity of two railways will increase by 66,8 million tons per year to the level 2012 of the year – to 124,9 million tons. Achievement of the target in the planned 180 million tons was originally planned in 2024 year, but the Russian leadership is clearly shaping events.

“Construction is always an important aspect of economic development., and in recent years it has been one of the locomotives of the economic growth of the Russian Federation, – Mushroom notes. - And in national projects, and in the long-term plans, the government traditionally assigns a special role to infrastructure projects, putting them in priorities. And this is fully justified - such large-scale and expensive work involves a serious breakthrough for the economy.

In particular, soon after the allocation of money, the customer will begin the purchase of equipment, building materials and contractor services, which activates trading processes and enables businesses to quickly move from a state of stagnation to active and paid work. Besides, a huge number of jobs will be created, what for Siberia, and especially for the Far East, extremely relevant. In addition to economic investments, projects will relieve social tension in these regions and improve the financial situation of local residents.”.

Russian cargo turnover will increase sharply

Modernization of the BAM and the Trans-Siberian Railway – one of the largest infrastructure projects in Russia. The first phase involves the expansion of 2020 the year of the Baikal-Amur and Trans-Siberian highways in the direction of seaports and border crossings of the Far East. The implementation of the second stage of the development of highways will increase the throughput of highways to the design level.

The need for this work became clear., when Europe began reforming its energy system. EU countries approved plans to phase out coal in the energy sector and switch to more environmentally friendly energy sources. Respectively, demand for Russian coal fell, and the price of it has completely dropped to the minimum values. Eastern countries, conversely, ready to buy solid fuel at an acceptable price for both parties, however, transportation problems hindered the ability to increase supplies.

“Eastern trade will remain relevant for many years to come., even though, that China is gradually moving away from coal power. Indeed, BAM and the Trans-Siberian Railway are an opportunity to use Far Eastern ports in deliveries to a number of countries of Russian products. And this is not only coal, but also metals, and other raw materials, and value-added products. The very possibility of using the ports of the Far East is a serious prospect for Russia.

BAM and Transsib are, of course, Logistic basis for the water transportation of the entire range of Russian goods. This means, perspective in the development of trade and income. Hard to rate, how much will be able to implement plans for the reconstruction of highways - yet a third has passed 2020 of the year, and there is no way to understand, how much of the volume planned before the end of December will be realized. However, the economic effect of the regions, where will the funds come, feel pretty fast”, – Mushrooms emphasizes.

Logistics from China to Europe

The expansion of the Baikal-Amur Mainline and the Trans-Siberian Railway as a whole is part of the project of the so-called Eastern training ground - work involves modernization or construction 200 objects to achieve the objectives. This is the construction of additional tracks and the development of stations in such areas, like Mariinsk-Tayshet, Mezhdurechensk-Tayshet, Khabarovsk-Nakhodka. Some of the facilities relate to the Russian Railways project for the speedy delivery of containers from Far Eastern ports to the western borders of Russia.

At the same time, Russia will soon vote on amendments to the Constitution, one of which obliges the state to create conditions for sustainable economic growth of the country and the incomes of its population. On the scale and realities of the Russian Federation, the solution to these problems has always been ensured by large-scale infrastructure projects. Voting week in Russia will end 1 July, and the CEC promises to make the process of expressing will safer, than going to the store, despite COVID-19.

“Russia seeks to make BAM and Transsiberian an efficient system for transporting goods between Europe and China. true, BAM is not quite geographically suitable for this - this structure is designed to load ports. As for the Trans-Siberian Railway, then its capabilities are already exhausted - the highway is loaded almost onto 100%. We are already transporting goods from China to the European Union., we provide our own supplies. Logic requires expanding the potential of this collaboration..

Therefore, BAM and the Trans-Siberian Railway will be upgraded to the level of modern speeds and cargo flows - these investments will pay off quite quickly. China masters all possible directions of commodity deliveries to all countries of the world. And while we have extremely limited opportunities for railways, RF is at a standstill. When there is additional potential, it will grow into a turnover, profits and new contracts”, – concludes Pavel Gribov.
