On the Western view on the war for hearts and minds

They are alarmed by the "decay of truth"

On the Western view on the war for hearts and minds

A series of failures of the American superpower in foreign policy makes Western politicians think about the reasons for the failures and try to outline the contours of a more effective "grand strategy" (grand strategy). This task is set before the American think tanks., military analysts, intelligence community experts.

In June Joan Munisteri, for many years working on projects of the State Department, Pentagon and USAID, published an article on the Small War Journal portal Controlling Cognitive Domains (Meaning management). The article was prepared as part of the development of the concept of multi-domain war, that is, the simultaneous conduct of hostilities in several environments (domain) - in the air, on the ground, at sea, in space and cyberspace.

Joan Munisteri – military psychologist, she is interested, first of all, means of achieving victory in cognitive (ideological) war, war of knowledge and meanings. “Cognitive warfare is basically a covert war, it rarely involves direct confrontation or kinetic actions (military operations with the use of military weapons. – Ord.)», – writes the author of the article.

Munisteri at one time participated in the US Army Human Terrain System program, created using social engineering methods, developed by the British Tavistock Institute for Human Relations (Tavistock Institute of Human Relations), this major center, in which methods of control over consciousness and manipulation of large human masses are developed. It is believed, that Tavistock plays a fundamental role in establishing a "new world order".

The Human Terrain System program was closed after, How did violence and sexual harassment become known?, practiced by program executors, anthropologists, during interrogations of local residents in Iraq and Afghanistan.

The article "Management of Meanings" is structured as follows, that its author proposes to think not about the American practices of "war for minds and hearts", and on the reasons for "China's dominance over cognitive domains around the world, and in particular in the United States". China is accused of, that he applies the same methods, which at one time were used by the US Army in Iraq during the implementation of the Human Terrain System program. Munisteri worries about online 'smart education' programs, deployed by China, abundance of Chinese students in the US, Chinese buying up shares of American and British film studios, creation of English-speaking Internet- and TV channels, including 24/7 worldwide news programs. At the same time, there is not a word about meanings as such in the article "Management of Meanings"., we are talking only about the methods of psycho-informational confrontation. And this is an important systemic gap in the thinking of American analysts., who are looking for the key to victory in the struggle of ideologies in sophisticated methods of influencing the subconscious of the inhabitants of the "target country".

US military intelligence veteran Edward Hagland believes, that America is losing the ideological war. "Our adversaries are outmaneuvering us, and we can't reach the edge, because we focus exclusively on kinetic options (on military power - Ed.)… We cannot kill an idea”, Hagland writes on the website of the portal of the Pentagon company National Security Innovation. As a way out, he proposes to increase the effectiveness of intelligence operations and focus on "predictive analysis" (event forecasting). However, is even the most perfect "predictive analysis" capable of helping in the struggle of ideas??

For many decades, American “soft power” and America’s “cultural radiation” to the rest of the world were based on the basic liberal principles (Rule of Law, separation of powers, the cult of pluralism, etc.. P.), that ensured the superiority of the United States in the field of consciousness. However times are changing. “America’s soft power… has been undermined by torture (practiced by Gina Haspel, who later became director of the CIA. – Ord.), revelations of Edward Snowden and almost two decades of failures in the Middle East. Abroad, perceptions of US actions are now much less favorable., than 15 years ago, writes Vice President of the Center for Strategic and International Studies (CSIS) James Lewis in a report, published in September 2018 of the year. - America's conflict with Russia, China, Iran and North Korea took such new forms, who took the superpower by surprise".

If James Lewis laments over, that Russia and China use a wide range of media "to promote an alternative narrative", then RAND Corporation, included in the Tavistock network, held in May 2019 of the year round table on the topic "The Decay of Truth" (Truth Decay), where disturbing confessions were made in the crisis of American identity. “The decay of truth,” RAND experts called the impact on American life of “the declining significance of facts and their analysis in civil discourse”.

Francis Fukuyama, who spoke at the round table, expressed concern about the threat, that hung over "global democracy and democratic institutions". In his opinion, the main reason for the crisis that has engulfed America is the increase in polarization in society. "I think, that many American institutions will be destroyed", Fukuyama predicted.

A 27 August, the day after the end of the G7 summit in Biarritz, French President Emmanuel Macron spoke at the traditional conference of ambassadors, where noticed, that Western domination of the world is coming to an end. "Look at India, Russia and China. They are all driven by a much stronger political inspiration., what Europeans have today. They look at the world with real logic, real philosophy and ideas, which we have lost to a certain extent", French President said.

Let's not jump to conclusions about, What is the alarmism of James Lewis, Francis Fukuyama or Emmanuel Macron on the failures of the West in the ideological war with the powers of the Western world. After all, the "decay of truth", about which RAND experts are not in vain worried, threatens more than one America.
