MPs from the "United Russia" have prepared a bill to create the country's kiberdruzhin, that would help law enforcement agencies identify illegal content on the Internet, including information extremist, RIA Novosti.
On Friday, the faction will discuss the bill and then it will make to the State Duma.
According to one of the initiators of the bill, Adalbi Shhagosheva, kiberdruzhinniki can on the Internet to identify illegal information, officially while cooperating with law enforcers, who are engaged in it professionally.
This document is aimed at civil activity, and regulates the legal status and procedure for handling illegal content, he added.
According to the authors, squads will be created on the initiative of citizens of Russia in the format of public organizations. About creating them should notify the territorial bodies of the executive power, carrying out the functions of supervision of the media, Information Technology and Communications. Kiberdruzhinnikom can become a citizen of Russia, at least 18 years of age.
The document will oblige law enforcement, bodies of state power and local self-government to cooperate kiberdruzhinami.
First of all volunteers will have to deal with the information, aimed at propaganda of war, incitement to hatred on ethnic and religious grounds, as well as information, for the dissemination of which is subject to criminal or administrative liability.
According to the initiators, to discuss the draft law is planned to involve civil society, to the second reading, they had an opportunity to make certain amendments to the document, including those, that motivate people to engage in this activity.
They also noted, that the bill has already been supported in Roskomnadzor, law enforcement and government agencies.
