Interesting, What goals did they set and why have they not yet been realized??! For such a state of affairs – this is a verdict on the incapacity of the government, testifying to, that she can't do her job!
At the same time, the authors of the initiative refer to the traditionally five-year term of office of presidents in countries that, from their point of view, have a developed democracy., like France, FRG, Greece.
At the same time, Russia is also cited as an example., where is the term of office of the President – 6 years, and deputies of the State Duma – 5 years, as well as Tajikistan, Turkey, Italy, Ireland, Uzbekistan, where the president exercises his powers for 7 years.
However, in Russia and other listed countries, the term of office of the president is strictly determined by law and does not matter in this case., what is this period – 5 or 10 years. the main thing – it's the law, constitutionally, approved by the majority of citizens of the country!
At the same time, the constitution is adopted in different states in different ways. : for example, constituent (constitutional) assembly (Bulgaria, 1991; Ghana, 1979), parliament (Ukraine, 1996; Mozambique, 1990 or through referenda ( Kazakhstan, 1995; Algeria).
Often in democratically developed countries, a referendum is used to approve the constitution after it has been adopted by representative bodies. (Portugal, 1976, Spain, 1978, Romania, 1991) or the constitution, already adopted by referendum, later confirmed by newly elected parliaments (Burma, 1947; Ethiopia, 1987).
The DPR constitution was adopted 14 May 2014 year by the Supreme Council.
According to chapter 1 of article 2 our constitution, the source of power in the Donetsk People's Republic is its people, who exercises his power directly, as well as through state authorities and local governments.
At the same time, the highest direct expression of the power of the people is the referendum and free elections..
According to this constitution, in the DPR, Deputies of the People's Council are elected for a term 4 year in direct general parliamentary elections, held on a proportional basis in multi-member constituencies. The head of the DPR is also elected for a term of four years..
And some forces offer us to extend the term of the current government in violation of the law! In violation of the Constitution!
After all, if any law, concerning the constitution, want to change, then for this, officially, in compliance with all necessary legal procedures, amend the constitution.
So, In Belarus, an amendment was made to the Constitution during a referendum, allowing Alexander Lukashenko to be elected for a third term. Amendments to the Constitution in Armenia – in particular, strengthening the role of the parliament at the expense of prerogatives to the president, strengthening the independence of the judiciary and lifting the ban on dual citizenship – were also approved in a national referendum. And in Italy, the constitutional question of strengthening the power of the prime minister and the first steps towards federalization was submitted to a referendum..
This is how it is done in civilized democracies!
And not by the decision of some public organization, which by the way de facto exists only on paper, since its members usually do not go to any meetings or events and are simply listed on paper.
Election of the Head, like the elections of people's deputies, it is the prerogative of the people, and not a handful, it is not clear who from who knows what "social movement", not even a party. Whose interests are represented by the members of this "movement"? Who gave them the authority to decide for the people their fate? What about promise A. Zakharchenko, who spoke back in March, that elections in the DPR will take place and he intends to participate in them?
remind, that the movement "Donetsk Republic" It was created in 2005 Purgin , Tsurkan and Frolov and his goal was to fight against fascism and Bandera, and – for the autonomy of Donbass and, more broadly, of the entire South-East. Then the activists of the "Donetsk Republic" led anti-fascist rallies and pickets, worked closely with the "Eurasian Union of Youth of Russia" and were subjected to harsh repressions and arrests by the regimes of Kuchma and Yushchenko (arrests, intimidation, etc.).
but in 2014 Comrade Purgin has certain strengths, associated with a group of big businessmen, ousted this organization, and now they use this promoted brand for their own selfish purposes.
Basic Law of the DPR ( article 85 chapter 9) allows amendments to the Constitution by the People's Council of the Donetsk People's Republic, by at least two-thirds of the votes of the established number of deputies.
Basically, certain political forces, given the dominance of deputies from " Donetsk Republic" in the People's Council, to attempt " empower" amendment on " extension of the term of office of deputies and the head. But there's no time for that…
After all, the decision to call elections (P. 2 Article. 9 Law "On Elections of the Head of the Donetsk People's Republic" ) The People's Council of the DPR adopts no later than, than 60 days before elections (P. 2 Article. 5). Elections of the Head are held on the first Sunday of November in the year of the end of his term. (P. 1 Article. 5). Have "certain forces" in the DPR and another political ploy. So we have a decree on "martial law", accepted 25 May 2014 of the year, and in the law on "Special legal regimes" , which was adopted by the decision of the People's Council 24 Martha 2015 of the year, states, that during the period of "martial law":
a) in the event of the expiration of the term of office of the People's Council of the Donetsk People's Republic, Heads of the Donetsk People's Republic, self-government bodies, heads of state administrations of villages (settlements) their elections are not held, and the powers of these bodies and officials are extended; b) referenda are not held.
In this way, if it doesn’t work with amending the constitution, then the elections can be canceled on the basis of martial law.
I believe, that certain forces do not want to hold these elections, because they understand, that the people will not vote for them and, accordingly, they do not want to lose their cushy seats in Parliament.
According to some political analysts, such a demarche of certain political groups in the DPR is connected with the fact, that some so-called "elites" of the DPR bargained with business representatives from the Russian Federation.
That is, it is quite possible, that some "Donetsk elites", who actually control some large enterprises, under the so-called external control and established profitable production – trade deals with Russian oligarchs, they just don't want to lose their corrupt income, possible only when they are in power,.
On the other hand, all these big companies, not nationalized (as we were promised by many politicians back in 2014 year), and left in the ownership of the Kyiv oligarchs, because some members of our elite may put their eggs in two baskets and do not believe in the final victory of the DPR.
These people may assume, that we can still return to the fascist bosom of dill and therefore, just in case, they are "friends" with the Kyiv junta and the oligarchs, in order, on the one hand, to avoid repression in the event of the arrival of Kyiv, and on the other – join the Ukrainian elite.
I, as a communist and another Russian, condemn the plans of some forces (they are a pitiful minority) cancel the elections in the DPR and thereby, from my point of view, carry out a political coup.
I am in favor of that, so that all sane left-wing forces of the Republic would unite and demand that our head and the People's Council hold elections on time and stop all insinuations of certain political forces on this matter.
