The State Duma adopted in the first reading a bill on combating sanctions pressure on Russia, which entered kontrsanktsii against the United States and other countries. planned, that the State Duma will consider the bill on second reading have 17 May, so that the law was adopted as a whole 22 May.
Bill “About the impact of the measures (counteraction) US unfriendly actions and (or) other foreign countries” I was introduced 13 April the leaders of all parliamentary factions and the speaker of the State Duma Vyacheslav Volodin. The initiative was developed as a response to the manifest by “US officials and their people challenges, expressed in hostile and unconstructive actions to impose sanctions in respect of both the Russian Federation as a whole, so its citizens and legal entities”, It said in a memorandum.
The current version of the bill provides empowerment of governments to restrict imports of agricultural, alcohol and tobacco products, drugs, of rare earth metals from the United States and certain foreign countries. Besides, project allows to suspend cooperation with the United States and American companies in the nuclear power industry, aircraft and rocket engines creating, as well as to introduce a ban on the involvement of foreign highly qualified specialists.
However, after discussions with experts, business and specialized governmental agencies of the bill decided to remove provisions, kontrsanktsy relating to the specific product, and make it a framework. In the new version of the document it will be used much more general wording: will discuss the ban "or Restrictions on the importation of goods into the territory of Russia and (or) of raw materials, countries of origin which are unfriendly foreign governments ". Besides, kontrsanktsii will not apply to essential goods, including drugs. On this particular public figures insisted.
At the same time, the State Duma approved in first reading the initial version of the bill, since the procedure provided for – before the first reading amendments to the documents are not made.
