The future law on PMCs will give “good luck soldiers” social guarantees

As previously reported, draft law drafted in the State Duma of the Russian Federation, regulating the activities of private military companies. In the near future the document will be sent to the Government, and then it will be submitted to the deputies, According to the newspaper "Evening Saransk".

The project details, what can and cannot be done by a private military, and also provides social guarantees for PMC employees. The document has already received support from almost all Duma factions., and also personally from Russian Foreign Minister Sergei Lavrov. How the Law Can Change the Life and Death of Soldiers of Fortune?

Don't touch the locals!

Military experts have already called the developed bill revolutionary for our country. Not least because, that he admits the obvious: there are still private military companies in our country and are actively used by the state to solve geopolitical problems. And although this axiom cannot be found in the text of the document, it reads very clearly between the lines.. Yes, and the text itself very clearly regulates everything "possible" and "impossible" for private armies. properly, the document for the first time presents the definition of the term PMC. according to him, "This is an organization, specially established for the performance and provision of military and military security works and services on a reimbursable contractual basis, duly registered and licensed". The objectives of private military companies are the protection of the rights and legitimate interests of those, who ordered their services, promotion of the services of Russian security guards and the military abroad, development of international military cooperation and reduction of the level of military and terrorist threats. The bill specifically spells out a ban on foreigners and Russians, having passports of other countries, contribute money to the authorized capital of PMC. is he, by the way, must be at least ten million rubles. But foreigners can serve in domestic PMCs on a par with Russians. However, there are a number of restrictions for citizens of our country. So, convicts will not be able to enter the service of a private military company, as well as those, who served in the army for less than one year or was dismissed from law enforcement agencies for committing a disciplinary offense.

As for the activities of the PMCs themselves, they also have a number of restrictions.. So, eg, private military companies will be prohibited from overthrowing legitimate authorities or otherwise undermining the constitutional order, legal, economic, financial foundations of the state. Besides, the authors of the document intend to prohibit PMCs from forcibly changing internationally recognized borders of states, violation of sovereignty, support for foreign occupation of part or all of the territory of a state. Besides, they cannot establish control over the natural resources of another country or forcibly expel the local population.

Another important point concerns social guarantees for employees of private military companies.. According to authors of the bill, work in a PMC should be counted in the seniority and seniority for the assignment of social insurance benefits, subject to payment of contributions to the Pension Fund and the State Social Insurance Fund.

At the same time, PMC employees are subject to compulsory insurance in case of death., injury or other damage to health, kidnappings and ransom demands in connection with the performance and provision of military and military security works and services, including on the territory of a foreign state, OK, established by the legislation of the Russian Federation.

It is already known, that the Ministry of Defense of the Russian Federation will deal with the licensing of private military companies. As shown by the Syrian campaign, it is the military that has to act in close cooperation with private military companies. them, as the saying goes, and cards in hand.

Будущий закон о ЧВК даст "солдатам удачи" социальные гарантии

Come out of the dusk

In the press, PMC employees are often called mercenaries, although experts are well aware: over the past few years, almost no military operation has been carried out without their participation, in which, one way or another, the Russian state was interested. It was the PMC fighters, together with the GRU, who liberated Crimea from the Ukrainian military without noise and dust., it was they who shed blood at the Donetsk airport and the Debaltsevo cauldron, finally, it was they, together with the fighters of the Syrian army, who liberated Palmyra and Aleppo from terrorists. However, even the very fact of the existence of PMCs in Russia has not yet been officially recognized at the official level.. The dead fighters were quietly buried in different regions of the country. The general public is still not aware, how many Russian volunteers died in the battles for the freedom of Donbass, how many died in the Syrian sands. This data is not disclosed. A few attempts by journalists to at least roughly calculate the losses among the Russians, fought on the side of the Syrian government army, were not successful. But according to available indirect data, Last year alone, about one hundred and fifty Russian employees of a private military company were killed in battles with terrorists in Syria., better known as the "Wagner Group". by the way, this armed formation is still considered almost the only Russian PMC, whose fighters take part in battles in the interests of the state. For example, only in one fight 20 October last year, eighteen employees of Wagner PMC were killed at once. A division of a Russian company was attacked by terrorists while on their way to their destination. Terrorists unleashed a flurry of fire on Russian fighters. They had virtually no chance of survival.. One of the dead in that battle was a resident of Mordovia Yuri Ebel. He signed a contract with a private military company after serving under a contract in part of the GRU.

– I didn't even know, that he would serve in a private military company, thought, that he signed a contract with the Ministry of Defense, – told the mother of Yuri Elena Ebel. – For him, this was the second trip to Syria.. He left for the first time in January of this year.. Returned home in July. And in August he left again. And never came back…

According to Elena Ebel, didn't even explain it to her, how her son died. The woman was informed of his death ten days later.. She was called to Rostov, returned the son's awards, and a few days later his body was delivered to Mordovia in a civilian car. The funeral of Yuri Ebel was very quiet. But that's not the point. After the death of Yuri Ebel, his son was denied a military pension, citing the fact, that at the time of death the father of the child was in the territory of the Arab Republic as a civilian. Formally, everything is fair.. After all, Yuri Ebel really had nothing to do with the Ministry of Defense. A private military company sent him and his colleagues on a business trip to Syria. Well, that fact, that PMC employees acted in the interests of the state, not taken into account in such cases.. It was this injustice that for a long time was pointed out by supporters of the adoption of the bill., regulating the activities of private military companies in our country. But until recently, attempts to get their employees out of the information vacuum remained unsuccessful.

Keep up with the times

It is worth noting, that a high percentage of casualties among employees of private military companies is not at all an indicator of poor preparation or miscalculations on the part of the command. Just highly paid volunteers are often used in the most difficult military operations., there, where even army special forces are dangerous to send. The thing is, that it takes years of hard work and hundreds of thousands of budget rubles to train a qualified fighter of a special forces group. This is truly a piece of goods., designed for precision strikes. Send a special forces group in open combat to storm a well-fortified settlement – it's the same as using «ferrari» off-road racing. That is why PMC employees have been sent and will continue to be sent to such operations.. They go for it voluntarily, knowing, what they risk and what money they will receive in case of success. By the way, the monthly salary of an employee of a private military company can reach four hundred thousand rubles. The only problem is, that PMC fighters in the event of a serious injury or death on the battlefield could only blame themselves. They did not have to rely on social assistance from the state, as in honor, which are awarded to soldiers of official units of the Ministry of Defense or special services. However, with the adoption of the relevant bill, the situation should change dramatically.

By the way, the law on private military companies developed in Russia fits perfectly into the global trend of the participation of private armies in military operations in the interests of the state. Opinion poll data, conducted in a number of Western countries, show, what the majority of the population thinks: Volunteers must participate in hostilities, not the military, who are sent to «hot Spots», according to the order. It is noted at the same time, that the majority of the population in the countries surveyed believes, that soldiers of fortune should receive high wages for their work and have social guarantees from the state in case of serious injury, death or capture. It is not excluded, that in a few years this point of view will become popular in Russia.
