The question of creation in Russia of private military companies requires study, but PMCs are not a panacea in matters, which they are called upon to solve, says a well-known Russian lawyer, TV presenter and publicist Dmitry Agranovsky. Such support could solve problems of a wide scale. And in this context, some measures are possible ... "

While ordinary citizens were deprived of the opportunity to have weapons to protect. And here it is worth considering the legalization of short-barreled weapons for protection. “When discussing the regulatory framework for the creation of such companies, it is worth considering international experience, which shows, that from the activities of private military companies to mercenaries is a very short distance. And this can bring a lot of problems for the state.”, – noted Dmitry Agranovsky.

Answering the question about, why the bill on the creation of PMCs in the State Duma was not considered, our interlocutor suggested: “The government doesn’t like, that uncontrolled formations of people will appear, having weapons and having combat skills, – he said. - Worth considering, that this phenomenon is new for Russia and the country's leadership is not yet clear, how to fit it into public life and how to control. The legislative framework is clearly not ready and needs deep elaboration. You have to understand, that such formations are not cheap. One can recall the protests on Bolotnaya Square in Moscow in 2011 year. If we had PMCs then, it is possible, that they would be drawn, because among the sponsors of those protests were oligarchs, wealthy citizens. Liberals could well try to complicate the situation with the help of weapons. So that, fragility of political stability, apparently, and became the reason for the refusal to consider this bill in the State Duma.
